Dr. Rebeca Andrade

About Dr. Andrade
Dr. Rebeca Andrade brings over 26 years of experience in public education, spanning roles from classroom teacher to central office administrator. Her leadership journey includes overseeing early education and expanded learning—two systems that center human development and social-emotional growth across PreK–8th grade.
As Superintendent of Salinas City Elementary School District, Dr. Andrade leads with a steadfast belief in the power of creating joy, connection, and belonging to transform schools. A student-centered instructional leader, her approach elevates student voice, fosters innovation, and cultivates inclusive partnerships that empower educators and uplift families. Dr. Andrade has presented at numerous state and national education conferences on transformative leadership, STEM education, and mindfulness for leaders. Her scholarly research examines the policies and practices that shape STEM implementation across diverse learning ecosystems.
She currently serves on the boards of the Association of California School Administrators (ACSA) Region 10, the California Association of Latino Superintendents and Administrators (CALSA), the Central Coast Overdose Prevention (CCODP) initiative, and the School Employees Association of California (SEAC). Dr. Andrade is deeply committed to mentoring—supporting first-generation college students at CSUMB through the “Pay It Forward” program, doctoral candidates at USC, and educational leaders through CALSA’s distinguished, 22-year-old signature mentoring program.
A lifelong learner, Dr. Andrade earned her Bachelor of Arts and Doctorate in Educational Leadership from the University of Southern California, and her Master of Arts from Loyola Marymount University.

Reb Close, MD is an Attending Emergency Physician at Community Hospital of the Monterey Peninsula, and a co-founder of Central Coast Overdose Prevention.
Dr. Close attended medical school at UCLA, and completed residency in Emergency Medicine at UCLA-Olive View Medical Center in Los Angeles. She received her board certification in Addiction Medicine in 2023. She has been on staff at Community Hospital of the Monterey Peninsula since 2003.

About Dr. Grover
Casey Grover, MD is a former Chief of Staff at Community Hospital of the Monterey Peninsula as well as a co-founder of Central Coast Overdose Prevention.
Dr. Grover attended medical school at UCLA, and completed a residency in Emergency Medicine at Stanford University. He completed additional training in Addiction Medicine after residency, and received board certification in Addiction Medicine in 2023.

Erica Locke, MD

Practicing at SVMH since 2016, Dr. Locke is committed to the health and wellness of our community. She is board certified in emergency medicine and family medicine. She serves as the Chair of the Physician/Practitioner Wellness committee, Director of Substance Use Disorder Programs, and physician champion on the SVH Health Equity committee. She was honored with the SVH Physician of the Year Award in 2023. Dr. Locke has secured over 1 million dollars in grant funds from the California Bridge Program, Center for Care Innovation and NDP program (a CDPH initiative); these funding efforts have been bolstered by substantial hospital and SVH Foundation support. Dr. Locke champions efforts to combat stigma in healthcare and communities, organizing numerous Narcan distribution events, educating clinicians/patients, and has been featured on many local news outlets, highlighting this work at SVH. Dr. Locke serves as the secretary of the SKMC Alumni Board and a founding member of the IDEA (Inclusion, Diversity, Equity Alliance) committee, within the board. She is honored to serve on the board of CCODP (Central Coast Overdose Prevention). Dr. Locke is currently working on a cookbook as she is passionate about nutrition and health. She enjoys cooking, going to the beach with her family, and spending time with loved ones.

About Mr. Allured
Mr. Allured currently serves as the Executive Director for Central Coast Overdose Prevention (CCODP). He has a comprehensive background in emergency management, public health, and emergency medical services. His career is marked by a dedication to patient care, provider safety, operational excellence, and a passionate commitment to reducing stigma surrounding substance use and recovery.
In the early 2000s, Mr. Allured received his paramedic training from UCLA-Daniel Freeman Center for Prehospital Care. He continued his education at Purdue University, earning an undergraduate degree in Emergency Management & Homeland Security, graduating Magna Cum Laude.
Mr. Allured has served as the Medical Health Operational Area Coordinator (MHOAC) in Napa, Orange, and Contra Costa counties. His leadership was pivotal during several high-stakes emergencies, including the 2014 Napa County earthquake, the devastating North Bay and Lake County fires of 2017 and 2018, and mass COVID-19 vaccination efforts. He was recognized by the California State EMS Authority for his Meritorious Service during these events.
In addition to his role with CCODP, Mr. Allured is a professional career firefighter/paramedic based in Pebble Beach with CAL FIRE, demonstrating his ongoing dedication to community safety and emergency response.

Rita Hewitt, MPH, CPhT

About Mrs. Hewitt
Rita’s professional journey in public health spans nearly a decade, beginning as a licensed pharmacy technician and evolving through academic achievements including a Bachelor of Science in Health Science and Health Care Administration, and a Master’s in Public Health from San Jose State University. Her dedication to community health education was evident during her tenure at the Santa Cruz Health Services Agency, where she contributed to programs such as traffic safety and teen pregnancy prevention, and notably assisted in launching the Syringe Services Program. As manager of SafeRx Santa Cruz County, Rita played a pivotal role in promoting safe opioid use and preventing substance use disorder, demonstrating strong leadership and collaboration skills over six years. Now serving as Regional Director for Central Coast Overdose Prevention (CCODP), Rita continues to drive initiatives across Santa Cruz, San Benito, and Monterey counties, leveraging her diverse background in non-profits, local government, and large corporations to advocate for opioid safety and social justice.

About Ms. Parker
Amber began her public health career in 2015 as a health educator with Planned Parenthood Mar Monte, where she developed and facilitated sexual health curricula used in schools and community-based organizations across Santa Cruz, Monterey, and San Benito Counties.
In 2018, she joined UC Santa Cruz’s Health Outreach and Promotion office, helping launch innovative campus services like a peer-led naloxone and fentanyl testing program and take-home STI testing. More recently, Amber earned her Master of Public Health from San José State University and served as harm reduction project coordinator for Santa Clara County Public Health, supporting the Sexual Health and Harm Reduction Program through workflow development, program evaluation, and cross-county collaboration.
Outside of work, she loves backpacking, playing and coaching roller derby, and spending time with her two pet bunnies.

Ana was born and raised in Salinas, California. She has two sisters and one brother. After facing some challenging circumstances in her life, she made the decision to transform her life at the age of 25. This pivotal moment marked the beginning of her commitment to a drug-free lifestyle, which she has maintained ever since. Ana now dedicates her time and energy to assisting others in their own journeys towards a healthier and more fulfilling life. She recently graduated from Hartnell college with her AA and hopes to get her Bachelor’s degree in psychology from CSUMB in the next few years.

About Dr. Jakubowski
Andrea Jakubowski, MD, MS, is a general internist and addiction medicine specialist. She earned her medical degree from the Icahn School of Medicine at Mount Sinai. She completed her residency in Primary Care, Social, and Internal Medicine at Albert Einstein College of Medicine and Montefiore Medical Center in the Bronx, New York. She became board-certified in Addiction Medicine in 2022. Dr. Jakubowski’s research has focused on increasing access to medications for opioid use disorder, with particular attention to expanding buprenorphine treatment in syringe services programs. She is committed to advancing patient-centered care and addressing barriers to evidence-based treatment.

Michael McBain, MD, PharmD, MOH, is an addiction medicine specialist and occupational health physician. He earned both his PharmD and MD at the University of Washington, where he also trained in anesthesiology and pain medicine. He completed a residency in Occupational and Environmental Medicine and a Master of Occupational Health (MOH) at the University of Utah’s Rocky Mountain Center. Dr. McBain began his career as a clinical pharmacist serving underserved populations, including people living with HIV (Human Immunodeficiency Virus). His multidisciplinary background in medicine, pharmacy, pain management, occupational health, and public health informs his work in clinic‑based treatment and outreach programs for people experiencing homelessness and other barriers to care.

Khanh Nguyen Whited

About Mr. Nguyen Whited
Khanh currently serves as CCODP’s System Administrator. Khanh began working with the CCODP team in 2022 as an AmeriCorps VISTA member serving through the Public Health Institute’s Center for Health Leadership and Impact. Khanh also formerly served as CCODP’s Board Secretary from 2024 to 2025.
Unlike most of CCODP’s team members, Khanh did not study or work in a medical or public health setting before joining the team; rather, Khanh joined shortly after graduating from UC Santa Cruz with a Bachelor’s degree in Mathematics as well as computer science coursework. In addition to using such experience to support CCODP in data modeling and other technical matters, Khanh’s personal struggles serve as a catalyst to aid others with similar experiences. Khanh intends to pursue a Master’s degree in Biostatistics to help the Central Coast community better understand the nature of the public health issues facing it.
Khanh’s free time is occupied by music composition, astronomy, cycling, amateur radio, hiking, and lamenting the current state of the AL West.

A UCLA graduate with a B.S. in Psychobiology, Annabel Chen was involved with multiple organizations during her time at UCLA, including End Overdose, where she trained hundreds of community members in overdose prevention; USAC Student Wellness Commission, where she worked to lower barriers to health and wellness programming; and UCLA’s Drug-Free Schools Committee, where she worked to center student voices in policy decisions. Now as an Americorps VISTA with CCODP, she works to reduce overdoses along the Central Coast.
In her free time, Annabel likes to teach swim lessons, design stickers, and daydream about the cats she plans to adopt in the near future.

Eliza Fletes was born and raised in Salinas, CA. She earned her Bachelor’s degree in Biology with a minor in Business from Sonoma State University, becoming the first in her family to graduate from college. She now serves as an AmeriCorps VISTA with Central Coast Overdose Prevention, where she supports community outreach, builds local partnerships, and works on sustainable initiatives to reduce overdose and expand access to care across the tri-county area.
Outside of work, Eliza enjoys reading, spending time with her family and partner, listening to podcasts, and staying active. She’s passionate about community health and brings both lived experience and a strong sense of purpose to her work.
